Engineering Goal Not Obtained in Career Mode

In driver career, one of the goals allows engineering of parts.  This goal says complete a race with rare or better mods on the car.  I did that with a variety of mods from Legendary, Rare, Epic, and Unique, and it never clears.  ON PS5
