F1 25 Cars performance hindered

SO basically what I mean by performance hindered - is that the Cars (doesn't matter what mode or what car) are all capped at around 250 kph (cannot go any faster) and also DRS is "unpressable", brakes basically not existing either - making the game basically unplayable.

Doesn't matter what settings I used, what assists I used the car is still the same - I checked my other software for issues, nothing changes.

I own a MOZA R9 base - maybe its a hardware issue in the game connected to this wheelbase.
