In the past week or so, no strategy changes are allowed at the beginning of a race...fuel is overloaded, bad tire selections are made as well. This used to work so strategy could be updated before the race.

Yes me too. I have that problem in career driver and my team at the beginning the race.
Same for me on PS5
I found that it showed up for me after I played the elimination mode. I reopened the game and it fixed itself
appears that v1.15 has corrected this issue...
