Monaco safety car problems

so under Safety car conditions you are just allowed to pass anyone this is in monaco so idk if thats a monaco rule but you can even pass the safety car with no penalties and once you get halfway to lapping the last car you get a DT penalty but youre still in first. the reason it says is "falling too far back" test it for yourself and see if im the problem
