Can't select multiple AP's

I do not get multiple AP's as is promoted on MUT.GG (i.e. Omniscient, Linchpin, Deep Zone KO etc etc). I've had to find work arounds and/or do without and just be ok playing on a non level playing field. Many times that means that I have to spend my AP's on two items such as Deep In Zone KO and Deep Out Zone KO which in some cases costs me 1AP each and the loss of a tier option. OR just do without and hope that I can keep up with others with my lesser quality team.
