If I call for a line change, it should supercede any AI telling the player to stay on the ice. I'm tired of calling a change before the line is dead tired only to not have the full line change when I call it and get caught with players with zero energy on ice. Other times there's no need for a change and what could be an odd man rush turns into nothing because an attacking player goes to the bench. The AI around line changes is ridiculous.

Hi there. Line changes aren't always immediate. They normally wait until it's safe to do so. Unless they are completely drained. Which, it sounds like they are. Can you get me some video of this so I can pass it on to the team for review?
