Penalty Timer Missing (sometimes)

The new score clock is great but sometimes it doesn't show the penalty timer (at least in CHEL).  Confirmed with my teammates that we either all see it or none of us see it.  And I'm not talking about in between whistles.  Literally the game is ongoing and there's no indicator of how much time is left in a penalty.  I haven't identified any pattern to the behavior.
