The cosmic cloud will always appear on the tile where the plant was defeated, or merged from. When it comes to merging into the plant that has the perk, and no cloud showing, this is currently intended, as it should be when the plant with the perk is merged elsewhere. I have passed along feedback around the way it is currently worded, and works, to the team for review.
