Stuck plant animations

Many times when placing down a new plant on an unoccupied tile plants can be stuck in the same frame of their affect until they complete that action for the first time, they still do idle animations but their body is stuck on a specific animation frame EX: sunflower stuck with a mouth open smile until producing their first sun or peashooter with a pea in its mouth until it shoots its first pea
