Gpu usagen some areas get 60% to low and fps too? Please fix it

Gpu, Radeon rx 7900 xt

Cpu, Ryzen 7 5700X3D

Ddr4 ram 32gb/3200mhz

So some areas fps drops 140fps to 70-90max and gpu usage drops 60-70% not like 80-99% than areas that get that ~140fps
