I'm also dealing with the exact same situation. This bug has essentially caused me to stop playing the game for the last four months and EA has seemingly been radio silent on these bug issues since I see no updates when I went to check today. If there's a fix, please advise. Thanks.

If you complete a challenge do those numbers increment?
I believe Tour 2 requires Gullcrest neighborhood to be unlocked to proceed.
