I had the same problem. Ate leftovers from a Grand Breakfast to no effect. Clicked on the Fridge to make a new Grand Breakfast and ate it to no effect.
Clicked on the stove, had my sim make Franks and Beans and after eating the quest finally cleared.
I wonder if there are just certain types of food that the game is not checking against.
