Since the latest update 2024-09-18 I no longer can alt+tab out of full screen mode on PC. The only way to switch windows is to completely shut down sims. Tried both the windows key and task manager but still sims was full screen on top of everything. Works with window mode still but I really don't want to play in window mode.

I have exactly the same problem. And it really only appeared after the update. Before that there was no problem. So how about if you fix itm because you caused it in the first place. I would like to be able to switch to the desktop side of the game without having to shut down the game.
And stop sencor this. There is nothing wrong with it, I'm just trying to tell that I do have a very same problem.
Try Nvidia geForce app to optimalize your game settings. Worked for me

I have this bug, too; for me, it started with the October 22 patch.
I also have this issue. It just to work fine before the update, but now the bug is back.
I had gone back to DX9 which solved my problem. But had to do it again after the latest update since they still haven't solved the problem and updating only brings the problem back. Super annoying. Like it's been months, how is it not fixed in the recent update? Its a huge problem that you can't tab out lol.
