[ECO] Civic Planner: Can't Rally Voters for a Community Space Project

My sim is a level 6 civic planner and her daily task is to rally voters for community space project. I've travelled to all three community lots within Evergreen Harbor and rallied at each one, but the task was never completed. The community lot in my sim's home neighborhood is Conifer Station, and it has already transformed into a community garden, however the other three lots are still in their original condition. 

I've noticed that this is not a new bug as others have posted about it years ago, but I was unable to find any solutions if any have been found. If not, I hope EA fixes it soon as it's incredibly frustrating.
