I am also having this issue. While visiting a marketplace community space (Sprucewood Squeare) no vendor shows up for the foodtruck and no sims are tending the selling tables. There are about 6 other 'regular' sims on the lot, but they are only chatting (since there is nothing else to do with no vendors showing up and nobody tending the selling tables).
