This is indeed still an issue. I had the same problem. One of my families bought three chickens, a rooster, and a mini-goat to set up their starter farm on their portion of a rental lot. The coop and goat pen were placed in the public areas of the rental lot. In switching around lots, all but one of the chickens vanished, and the goat would roam into whoever's home I was controlling at the time, but could not be fed, cleaned, or otherwise cared for by that family. When I switched to the owning family, they could not care for the animal either, but they could sell it.
