EvilEmpressElle Have you tried having the landlord sell the building and then moving out all the tenants via Manage Households (MH)? The problem apartment will still be a mess at that point. One thing you haven't mentioned is, are you able to move a tenant into the glitched apartment using MH? If you can, that might clear up the issue when you move the household out. Tbh, I doubt it will though but worth a try anyway. Next thing is once you've got the building sold and tenants out is to go to build from the map. Rather than change the apartment spaces to an apartment, change them all to shared. Then see if you can change the venue. Another thing you can try with the building unowned and empty is to save it to your library, then bulldoze and replace the lot with the library copy.
And if none of that works, I am willing to troubleshoot the lot. All you need to do is upload the lot to the Gallery and reply here with the name of the lot and your user id if different than you use here 9EvilEmpressElle).

I moved out my sim/landord family. Moved out all tenants that seen actual Sim bodies/names. Sold the building. Assigned all rooms to the 3 Home Unit (red unit outline).
Tried to bulldoze the lot, but it won't let me because it says there is a tenant.
It is still showing the 1 Rockside (blue unit outline), and the 6 Glitched (yellow) units, with the yellow unit saying it's currently occupied, yet I just can not see anything that is outlined in the yellow unit outline. And it apparently is saying there is still a unit with the blue outline!?!? The blue outline however can hide/unhide as there is no tenant apparently.

Also, I can not delete the blue outline unit. In the Lot Info Panel, it gives the delete trash can icon option, but when I click on it, it does nothing.
