I got a blank quest box a couple times. The first time was after I saved and loaded a different save. The second time was after I reloaded the save I used to start the quest. In both cases, the tasks showed up very quickly once I took the game out of pause.
The plants are probably out of season if they aren't growing. My Lily isn't growing because it's a Summer plant and I'm currently in Spring. The Snapdragon is growing, though, because it is a Spring plant.
