I sent some of my teen sims to the highschool campus during Winterfest. School was ongoing, and my sims got in trouble for skipping school on Winterfest. Every adult on campus sought out my sims and got them in trouble multiple times until they were dropped down a whole grade level. Notably, Winterfest is listed as a holiday where sims do not go to work or school, and I was not given the pop-up option to go to school with them at the beginning of the day.
I would like one of two options to resolve this: either, there is no school in session on holidays, and students won't get caught by staff for being in the same place as their peers OR if teen sims are on campus while "skipping school", they have the option to attend class anyway. (I want the skill gains from going to class with them, or else I would send them by themselves)
