when having the dog in leash sims cant do anything else. like picking up poop or interact with the dog it self or other things normally you would be able to interact with.

I gave this a test and there seems different symptoms depending on which interaction you choose. Not sure how much of this is a bug.
There's a known older issue that live streaming doesn't work although I don't think that's actually a bug:

- Dig: Sims just stood there although digging went into the queue
- Dig Crystal: Worked
- Interacted with other Sims: No issue
- Interacted with dog (Training): Order went into queue but was never executed
- Interacted with dog (friendly): Order newer went into queue.
