I play on PC.
Issue is recurrent without mods, the item footprints appear to be too large to fit into the counter slots?
somehow my post didn't fully show for some weird reason.
I gave this a test yesterday and it worked fine for me. Did you try a game repair or reinstalling the pack ?
Could you maybe post some pics ?

Apologies, school started up again so I've been busy!
The clutter items will slot to tables but not counters or shelves. I've tried a ton of different counters and shelves but none of them seem to work.
However, like I said, they slot to dining tables just fine. I'll have to test it more another day when I have more time.
For me it was working fine for all surfaces I tried as shown on the pic. I also tried other shelves.
I would try reinstalling the pack.
