I had the exact same issue and this is what finally fixed it for me.
1. Icreated a completely new Sims folder on my PC by letting the game generate a fresh folder.
Generate a fresh folder: this usually happens when you temporarily rename or move your old folder and launch the game. Then exit and close completely.
Transfer your progress: Go into the old Sims folder and copy only the Tray (which holds your saved households/lots) and Saves folders. Paste these into the newly generated Sims folder so you don't lose your game progress.
3. I did NOT move over cache files, mods, or config files from the old folder.
4. After that, I launched the game again. Went to my collection and uninstalled only the missing packs. Then I reinstalled all the Creator/Maker packs individually instead of installing everything together.
5. Once the installs finished, I launched the game and all the missing content appeared correctly again.
This fixed the game for me. Hopefully it works out for you.
Edit: I managed to get the Maker Kits back but it was a slightly different method.
- Deactivate and uninstall all maker kits. (deactivate is not the same as uninstall, use the Manage Storage option to uninstall!)
- Go to %appdata% -> Local and delete the TS4 folder (this folder is normally hidden, Google search how to find it)
- Restart the game, go back to the Marketplace -> My Collection and reinstall the kits.
- To be safe, restarted the game and the stuff was back.
I suspect a broken list file somewhere as the content only reappeared after it created a new folder, even though the old folder had all the info and content files in it.
Thanks for trying to help, my wife got this issue and unfortunately the steps did not work. Maybe clarify step 4 - for me the packs had to be removed in the Marketplace because Maker Kits don't appear in the EA App. I uninstalled all of them, installed them one by one and restarted the game after each install.
Sadly did not fix it.

The steps seem to work for me every time. Yes, step four, as I explained, you can only do after launching the game to be able to get to your Marketplace collection. The frustrating thing for me is that this is now the third time my Makerpack content has disappeared after logging in. I currently have to repeat my steps. I think I will try your method; maybe it turns out to be a permanent fix.
