Actually it's only normal, and I'm sure that is isn't a bug, actually you can only fight Dr. Zomboss in Penny's Pursuit 2-3 Times a day. If you see an message that says Out to Lunch on ZPS Gauge, then you must wait until the timer ends, you can still fill the ZPS Gauge as well while you're waiting.

This bug is making it so I can only play the zomboss fight once per day. I have this too, like the OP and it definitely is a bug
I think it isn't a bug. The message on ZPS Gauge says Out to Lunch may gonna happen even you've played once depending on what time you fight zomboss in penny's pursuit. I have also encountered this, while I was playing Penny's Pursuit, and I fought zomboss trice per fullfilled ZPS Gauge, it also says Out to Lunch because the time can also affect to this gamemode.
Take note of this: The Message on the ZPS Gauge that says Out to Lunch may suddenly appear. Again, it may gonna happen depending on what time did you fought zomboss.
No, I haven’t fought him yet. For example today I was waiting for my fuel to refresh so I could get 100% to fight and when I came back it said back in 45 minutes even though I hadn’t fought yet. This seems to happen mostly in the last hour before the fight refreshes (5pm GMT in my case). If I can get to 100% earlier and fight by say 4 I don’t seem to have this problem. I have been playing daily for over a year and only had this problem since the last update.

Every time after the countdown reached zero and the Zomboss is ready to be fought, you MUST fight the Zomboss the FIRST time when you enter the game, or else the game will regard you as has already fought the Zomboss 3 times and shows the "Out for lunch" messsage (e.g. Assume that the Zomboss will be ready to be fought at every 1am and 1pm, if you you enter the game and seeing the Zomboss is ready to be fought at 2am, then you quit the game totally or just go back to the starting menu without fighting the Zomboss, you will find that the "Out for lunch" messsage will be shown when you re-enter the game next time). I also have already suffered several times from this till I finally noticed the real question.
The only solution to this bug is to fight the Zomboss immediately every time when you see he is ready to be fought, don't quit the game or go back to starting menu before finishing 3 times of fighting.
