@dragon-aries This is typical for scavenger droids: they don't reset for a while, perhaps not until you fast-travel away and back and/or wait a certain amount of time. What I'd suggest is saving at the nearest meditation point, then if you don't catch this droid on the first try, exiting to the Main Menu (without saving) and reloading. That way, you won't need to wait for the droid to respawn.
As for killing the droid itself, I have one suggestion in case you're stuck:

I believe one of the enemies nearby can throw grenades, so wait until he tosses one at you, then catch it and throw it at the droid.
