Yes.
I just chalked it up to being there by design - i.e. time for officer to grab device and use.
While it was a frustrating day, I finally did complete the Disruption challenge. 🙂

- No, that's the delay I already mentioned. This is an ADDITIONAL delay AFTER the device is activated for it to actually START WORKING.
