It would be great if you could provide us with some specific examples of Star Cards that you weren't able to upgrade. Screenshots/videos definitely would be useful in this case.

    It's actually very common. Especially when you're around lvl 4 or 5. You'll have 1 or two credits and you can't use them because the one of tevel 4 cards won't let you upgrade, or one of the levl 5 cards remain locked.
