Have you started the game already? (Launched it)
SWTOR should make an .ini file on the first launch and you can then (normally speaking) modify it through the game itself (normally no need to temper with the .ini file, you can change the graphics in-game).
The SWTOR folder with the client_settings file should be there...
Also please be aware of modifying such files if you dont know how to do that since it can cause problems.

Please note that incorrect modification of this file can create problems with your client installation.
- Press the [Windows] Key + [R] at the same time. (The [Windows] key is the key with the Windows icon on it)
- Copy the following in to the text box and press ok: \Users\%USERNAME%\AppData\Local\SWTOR\swtor\
- Open the settings folder and then the client_settings.ini file in a text editor and modify the value for
Height = x
Width = x - However, do not edit nativeheight, nativewidth or anything else for that matter.
- Save the file and try restarting the game.

i have not run the game yet.
I have tried running it before.
It is now installing. when it fully installs i will try to look for the Client_settings.ini
if i am unable to find it, i will launch the game, but i will be unable to change Graphics settings in game since the default resolution will be Higher than my monitor can support.
Therefore after restarting my Computer ill look for Client_settings.ini And change the settings from there.
Hopefully that works. (:
