I had this issue a few times.  Most times it is a corruption to the cache internet files. 

I play everyday, don't get these at all.  Had it in the past after a win update or hardware update.  It is rare but happens. It can happen when the servers are down and we are seeing wide-spread server issues - weather related.

Try this link.  Remember reboot before you play. A reset of all hardware really helps sometimes. Shut down all :  Router, wifi, computer.  Start router, wait.. Start wifi, wait, start computer.

    You mentioned a potential problem, yet present no solution to try. You also mention some general turn if off and back on advice, literally the same EA has done. We've tried it, it clearly doesn't work.

    The servers are live. 

    I've restarted dozens of times.

    Again, my connection is hard-wired. I have restarted the network switch and modem. Still receive "Error Code: 721."

    I've even changed my DNS. Again, to no avail. 

    Your link takes me to the the forum page. Not a specific thread to learn something from. Is that intentional?

    Furthermore, the EA page for Star Wars Battlefront II does not have a server status indicator. Battlefront 1 does.

    No one seems to be able to help resolve this issue. Disappointing EA can't actually spend time to develop a solution.
