I would log onto any characters you may have and see if they are on another character. Make sure you check both your regular cargo hold and the legacy cargo hold which can be accessed via the ship if you unlocked it, strong hold if you have the decoration for it as well.
If not then you would need to email support@swtor.com to see if they can locate what happened. Just provide specifics such as the character it should be on, etc. It make take 3 - 5 days for a response depending on their volume / backlog.
