I had this happening to me in another game and I believe I had to update one of my drivers to get it working. There may have been an in-game mouse setting I changed as well. I suggest starting with the SWBF2 default mouse settings, if you're not already doing so.

You might try a different mouse, if you have one - just to see what happens.
