It's a EA bug, but the resolution is simple. This file have Spanish name with corresponding letters - "Léeme.txt", but installation program not recognize special symbols, because EA installation manager is non-unicode program for which Windows have predefined encoding. With your system locale setting, installation think that file has simple name "Leeme.txt" (not Léeme.txt") and make attempt to copying file with that unexisted name.
All you need to do - change encoding for non-unicode programs. There is a appropriate setting in Windows to do this. I wrote this for Windows 7, but other Windows have similiar menus.
1) go to Control Panel
2) open Region and Language
3) in Advanced tab change Language for non-unicode programs to "Spanish"
4) Reboot system and launch Sims 2 installation.
5) I think that after successful install Sims 2 you may change system locale back to your own language in the same way.
Also the same thing in Windows 10:
1. In search tab type "Region" and press enter.
2. In new window select "Administrative"
3. then click on "change system locale"
4. Select the Spanish language
5. Reboot
6. Install Sims 2
