Tech Guru "The Next Big Thing", option to create mobile app does not show up

So, I've restarted my game and create several save files in hopes that it's just a small glitch every once in a while, but it hasn't worked. Every time I advance my sim in the Tech Guru career, to the entrepreneur job, "The Next Big Thing?", the option to create a mobile app doesn't show up. I haven't seen any other posts about it, so I'm wondering if it's an actual bug or that my game is just being a **bleep**. I could just continue playing, but I would like to be able to promote further into my sim's career.
