@pedrulopez Unfortunately, there's no good way to fix this. EA support used to be able to remove and add back a world to someone's account, but from what I've seen over the last couple of years, that's no longer possible—support doesn't have the tools to do so. So other than buying another copy of Barnacle Bay, which I'm sure you don't want to do, you can't add it to your account again.
What you can do as a workaround is save a copy of the .Sims3Pack you download from the Store, so you don't need to redownload it in order to reinstall. When you download a Store item, and before you install it, you'll see a corresponding .Sims3Pack file in Documents > Electronic Arts > The Sims 3 > Downloads. These files don't disappear when you install items through the launcher, so you probably already have at least one copy of BB. Just save that copy elsewhere, and the next time you want to install the world and it doesn't download, put that copy back in Downlaods instead.
Removing a .Sims3Pack from Downloads doesn't uninstall its contents, so you can move the entire folder elsewhere as a backup if you want. There are a few other files inside the folder, mostly for tracking badges, and the file labeled [your email].bin contains login information. But it should be recreated the next time you sign into the launcher, so it's not necessary to preserve it.
