Just complete an interaction with your sim's partner. Ex: talk about the weather
Then the budget quest should appear when you click on the sim.

    I tried what you just said with my spouse at home but it didn’t show up. I already have the other requirements but I can’t find a way to start the quest.

    I had to go to “more options” then back to “flirty” and the event option was there
