The same thing is happening to my game as well. I have one household where they have a child with blonde hair, whose eyebrows keep changing color.
Is there a way to fix this? It’s really annoying.

This issue is supposed to be fixed. Is your game all updated to the newest version ?
Are your Sims normal Sims or Aliens or Vampires ?

Yes my game is updated to the newest version. And the child is a regular human sim as well.

Did you create the Sim pre or post patch (think it was the GF patch that's supportingly fixed it)
What happens if you test a new child on a fresh save ?

I’m not sure... I’ve only just brought the sims game last week so probably.
But I tried the same thing on a new save and everything seemed to be going well, so I decided to change the sim up a bit.
As soon as I exited CAS, the problem started up again. I’m thinking that maybe it’s bugging up, because I tried to alter the child sim’s appearance after creating them.

Okay. Is there any way that I could fix this issue though? Or do I just have to wait?

I have a sim who just grew up into a child and she also has the second lightest blonde hair. When that colour is selected, it usually displays black or red. If I tick "match hair color" on and off and click other colours randomly, it sometimes goes to the correct one, but it changes to the wrong colour after exiting CAS. I do have CC, and this happens when she is wearing either base or CC hair. My game is fully updated - she aged up after the most recent patch, and my save was created right after the GF patch.
Edit: I just went into another family and aged up their babies to toddlers and am now having the same issue, but with hair. Their parents both have dark brown hair, and all of the children's eyebrow colours are selected as dark brown, but their hair colour does not want to change to it.

Having the same issue. I remember it happening before. This child was born yesterday. I haven't shut down the game once starting today so he aged into a toddler then aged into a child during one session. I didn't notice the issue during the toddler stage, but I entered CAS through debug once he aged up and his eyebrows wouldn't be the blond that his hair is (second darkest). When I would enable "match to hair color" it would just change to a random color, if it even changed. So I disabled it and picked the correct color. Upon switching outfit categories, they would randomize again. Before finalizing everything, I corrected them, saved, and once back in-game, they changed again lol
