Platform:Mac
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.47
What expansions, game packs, and stuff packs do you have installed? All but Get Famous
Steps: How can we find the bug ourselves? This is likely just a problem with my my sim and monitor size. 15" top resolution for a laptop. I mean, you could even if possible cheat to get all these traits...or do quite a lot of gameplay to have all those.
What happens when the bug occurs? I cannot see any more traits even if scrolled, though I can't much at all, and I cannot see the aging bar, family tree button, and the stats button on the Simology panel. All other Simology panels are fine.
What do you expect to see? To be able to view the entirety of this sim's Simology panel.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Patch 1.47

Would adding a limit to how high the panel goes to show the traits help, if possible? I did try all resolutions and switching to all combinations of resolution and windowed or fullscreen mode.

    How often does the bug occur? Always but only with the Sims with many traits
    What expansions, game packs, and stuff packs do you have installed? All. 
    Steps: How can we find the bug ourselves? Create a Sim with all Traits - I can count 47, though the top 2 are partial
    What happens when the bug occurs? Only Traits can be seen - the scroll bar is not big enough to scroll to top where simology panel is.
    What do you expect to see? A panel with a scroll bar that can scroll to top or bottom to show me what I need, both the top and bottom
    Have you installed any customization with the game, e.g. Custom Content or Mods? No
    Did it appear after a specific patch? after the 13. Nov. 18 date - how ever I booted up an old save game on a new PC with higher specs. Based on the info in this thread I do not assume that it is the PC thats the problem

    PC Specs:

    Intel(R) Core(TM) I7-8700 CPU

    RAM 16gb

    Win 64

    GTX 1070 ti ROG Strix

    Exact same thing for me.

    Specs:

    Desktop windows 10 home

    Intel(R) Core (TM) i7-7700 CPU @3.60Hz 3.60 GHz

    64-bit operating system, x64-based processor

    1920 x 1027 resolution.
