How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All of the sims 4 EP, GP, SP games
Steps: How can we find the bug ourselves? Play the university of Britechester during debate event
What happens when the bug occurs? The game generates only 1 vendor for the university area for the permanent food stall of Britechester university. So when an event happens about debate, another food stall is generated to the area but no vendor for it. So the 1 vendor sim that exist in the area will run between the two food stalls back and forth constantly. Once the debate event ends and all the objects, including the second food stall, disappear the vendor finally stays put in the permanent food stall and doesn't run anywhere anymore since there are no other food stalls in the same location.
What do you expect to see? it would be better if the another food stall would not be generated right next to the debate event at all. Seems pointless as the vendor keeps yelling about food and ruining the debate event mood. Or make sure the game generates a vendor sim for that event food stall so there are 2 vendors in the location to take care of the both food stalls.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
