You shouldn’t have to buy any gear as long as your sim is a mermaid, my sim didn’t have to. 

If your sim is NOT a mermaid you may need to buy gear. 

I just found out about this a while ago, it seems like you will unlock "Survey Ocean Floor" when your sim reached career level 8 (Sustainability Specialist). My sims is on level 7 so that's why I don't see that button anywhere.

Also, I'm able to get this goal completed once even my sim can't survey ocean life or ocean floor, I just don't how know. I made him did many activities on the beach that day so I didn't realize when it was completed. 😢

I just completed it with a mermaid by surveying a plant.

Edit: It was a Taro Plant on the Nature Island but for some reason it's popped again and it's not working >_< 

for some reason it's not working now. I am sure it did before because I was having the same problem...

As far as I can tell that solution doesn't work, thanks for the suggestion though, I've checked every red buoy in every part of the island living world and none of them have the option to survey ocean wildlife, only the green buoys offer the option and mermaids can't interact with green buoys, I guess it's just an oversight....

I was having the same problem, my mermaid sim just received a promotion to marine biologist (level 8 of the conservationist career) and she now has the option to survey the ocean floor at the red buoy!

surveying the ocean floor was a reward for achieving level 8. Hope this helps!

Played with this a bit too. The daily task seems to be able to be completed by diving or taking photos by the red bouy mentioned in above comments.

However, do NOT Work from Home while at the Fisheries Specialist level of the Marine Biologist branch! As far as I can tell, the task “Survey Ocean Wildlife in Mua Pel’am” cannot be completed in the same way. Or at all for that matter.

No amount of Surveying Ocean Floor (available after unknown requirements are fulfilled, possibly reaching Fisheries Specialist level), or free diving, or taking photos or any other diving activity managed to complete the work from home task. 

Why on earth a mermaid would be unable to work as a Marine Biologist (a natural career choice IMHO) is completely beyond me. I’d call that a game design fail. I mean, non-mer-person sims can’t seem to see the tails anyway. Someone didn’t think the nuances of mermaids through very well I think. 

YEAH I’ve maxed my mermaid out to the final level for the marine biologist line and ive never been able to get “work from home” to work. 

There’s only one point where it lets you just “Enthuse about Marine Biology” but taking pictures does not work for whatever reason.
