Came across this bug today. I can upgrade a bath tub with base game upgrades just fine, but if I try to upgrade it with either the Water Recycler or the H2O Siphoner (both are Eco Lifestyle upgrades) I get the routing error described in the original post.
Could someone test if it works with Eco Upgrade parts now too ?

@crinrictAs of game update 1.90.375.1020 (fresh save) the water recycler upgrade option using eco upgrade parts still doesn't work
Your Sim will know where to go when trying to upgrade Hot Tubs with the Water Recycler using Eco Parts option
Fixed in Patch 1.96.365/1.71
