What expansions, game packs, and stuff packs do you have installed? ALL EPs ALL GPs (Apart from Batuu) ALL SPs apart from: Crystal Creation, Home Chef Hustle, Backyard, Cool Kitchen, Perfect Patio Only Select Kits: Desert Luxe, Little Campers, Decor To the Max, Courtyard Oasis
Steps: How can we find the bug ourselves? Load into home lot and try to click the outdoor bin
What happens when the bug occurs? I can't click on my outdoor bin on my home lot.
What do you expect to see? Greyed out actions to come up like Rummage.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes

Things I've tried to fix:
1. Removing all my mods and clear cache, LEs, resource cfg, etc.
2. Cooking food, throwing it out in my indoor bin and then throwing it out in my outdoor bin to make sure it has food in it. The sim can use it but I still cannot.
3. Selling the bin and replacing with another outdoor (base game) bin. The new outdoor bin still doesn't work.
Where does it take place?
In a new (fresh) save file, in San Sequoia, on Parkside Place.
Notes:
Outdoor bins are working off the lot simply not on my test sims lot.
