@crinrict It did work for teens before. I don't really understand your second question. Who else is it available for? As far as I know, teens cannot be a caregiver if you've got a toddler selected, click on a teen and choose "Adopt as Caregiver" Though it works if you've got a teen selected and click on a toddler to choose "Adopt as Care Dependant"

@crinrict Yeah, I just tested it with a brand new family that I just made that contains all life stages. When the toddler is selected as the playable Sim, "Adopt as Caregiver" doesn't work. The other way; "Adopt as Care Dependant" does work
I've also just tested on a new save file on a different computer, and I got the same issue

@DeadRevolution1 Did the other computer have any mods ? Option works both ways for me.
