The Bug wasn't fixed completely for me with the latest patch. My Sims didn't teleport up or down the stairs anymore. That issue seems to be fixed. But once he teleported from the house (ground floor, no stairs) into fence of the chicken coop.
Sims appear to no longer be teleporting from level to level. So they are indeed using the stairs again, thank goodness!
BUT, the flickering back and forth on the same level remains. They appear to be in one spot (usually where you've directed them to go to) one second and then a second later flicker back to a different spot, they do this back and forth. This has been a bug for many many years, and it doesn't seem like its ever going to be addressed or even acknowledged unfortunately.

I've noticed this one as well. Not meaning to speak for you, only for myself, this hasn't been a big bother in my mind. It's one of several bugs I "work around" or ignore -- but I have seen it. They flicker back and forth, but ultimately (in my game) they end up in the right spot and they do the right thing.
My very preliminary tests show that the issue has vanished.
Keeping information that is not pertinent to a minimum, my guys went over to the Vatore household. In my game, they're in Willow Creek. One of the guys wanted to cloudgaze with the sister, and I purposely waited for Lilith Vatore and him to appear on the porch of the house in question and then exit. They appeared to come downstairs in the proper "interval" of time while they were invisible (to my eyes; in other words, descending several staircases), and then to exit the house properly and proceed to cloudgaze.
If this thread is left open for a bit, I could report more, even if it's to confirm that everything seems fine.
As a side note, and I am chuckling as I write this: As soon as I return to normal gameplay, it's funny how long a period my guys can go WITHOUT ascending or descending a staircase, lol. So if the thread remains open, I can play for a while tonight -- I did set the time aside -- and see what happens. (Now I'm afraid I'll forget to come back here, LOL!)
Bottom line: I see some others saying there are still issues; I have seen none in my game, which is running fantastically -- so far.
- @goofylittlerhino Yes, I agree it has become one of those bugs that I've had to work around/try to ignore as well. (I'd still prefer it fixed though...) Can't even remember after which patch it started specifically, but there is still an ongoing thread about it on here opened in 2018! Waiting 3-4 years for a bug fix is absolutely ridiculous. Since they don't seem to care about fixing it, we just have to deal with the constant flickering/teleporting I guess.
At least it is only on one level, thankfully. And as you said the sim ends up where they need to be anyway. The multiple level teleportation/constant camera babysitting however was definitely game breaking. I'm glad they addressed it relatively quickly. I was worried we'd have to deal with this one for several years as well. I couldn't. - crinrict4 years agoHero+

@crinrict I'm not sure but I think he was in view. It happened only once but I will have an eye on it.

I played for a few hours and the walking stairs & out of camera issue seems to be fixed.
I still noticed some Sims in a Club having trouble using the toilet (standing in the bathroom not doing anything which leads to others leaving the Lot because they have to pee) but maybe this is related to something else.
Anything else seems fine so far.

I played for a long, long time and never saw a single problem regarding this glitch -- smooth sailing everywhere.
Some other glitches remain, as referenced here, but I can put up with those if I absolutely must. It's like the game is back, and I want to thank anyone and everyone who had the patience to look into this, report on it, be supportive about it, and eventually fix it.
P.S. The guys with feminine walks bothers me quite a bit, for some reason. I keep shrugging it off in the confidence that a fix is on the way.

Since there's all positive reports for the stairs/not visible issue, I'm going to lock this as fixed now.
