Hiring a Nanny worked for me as well.  The INFANT must ask the Nanny to introduce to caregiver.   Once an introduction to any caregiver is complete, all options are unlocked, including the option to introduce the Infant to anyone they choose.  

I guess it would be nice for you to know I'm on PC (windows) , don't have Get Famous, Eco Life or High School Years, have not had or used,... any,...custom content or MODS since I had to start 100% over -  b/c of them, a couple of years ago.

you only need the INFANT to ask nanny to introduce to anyone in the household.  whoever this person is must young adult or older and will automatically be a caretaker to that infant even if they not birth parents.  

here's a thought.  the Nanny I used with the this family, is a multi-generational family. This family has been using the same nanny for 3 generations now. An advantage to NPC's!  ha ha So everyone except the infant has max friendship with him. Relationship value might play a part????  I can't test that today.

Introduce to  the Infant can also ask to be introduced to someone too ( if caregiver is holding them.  click on the infant and you will find Introduce To   

@GeekBex75 I just have the infant interact with the mother and the mother can then do the different interactions with the baby. Also in case I'm asked since many people are mentioning having science babies, I've been using the Science Baby feature since it came out. Haven't tried with a normal baby. And also since it was mentioned in here, my Sim does have the Beloved trait.
