No I do not have this issue, I checked the new sims I made. You don't by any chance use a extended lip slider mod? I have experienced that it might do something like that, at least similar.

    I have this issue even with the CAS default Sims and I've removed all the sliders. Prior to the patch, my sims mouths were okay.
