i had this problem as well when i booted up my game after the update - i did a lil reasearch and discovered that after the update MCCC still works fine,
you do need a computer on the lot, however
but you CAN go into the MC Tuner and change the mean interactions off.
it worked for me, atleast until EA fixes the issue :/

I just restarted the game a few times and now it seems to be over. Hope it won't happen again.

I had this bug after the patch and now that I installed Lovestruck is gone, so it's a base game bug that fixes when Lovestruck is installed (just as mischief interactions always failing if you don't have Get Famous installed)
Hope this helps the sims team and can fix this ASAP cause there are two entire categories broken in the base game
