I got one the other day (in Del Sol Valley, so you don't have to be in Copperdale.)

Around the end of the first sim-week.

I have noticed that the invites seem more frequent in new saves. In the game I was playing, the household started with 3 teens and it was one of these teens who was invited. In my legacy game which has been going on for 4 generations so far, invites have long since stopped.
