Unable to take Family Leave

Steps: How can we find the bug ourselves? I am not able to take family leave when it is available. When I click on the phone to take family leave, it is greyed out and if you hover over the word family leave, it says the Sim is already off.
What happens when the bug occurs? You are not able to take family leave.
What do you expect to see? I expect to be able to take family leave when it is available.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I have not played since the infant update. My Sims have had two pregnancies and with both of them, both parents are not able to take family leave when it indicates they are eligible. When I click on the phone to take the family leave, it is greyed out and if you hover over the words family leave, it say they are already have time off. It is still happening even after I have disabled my mods.
