Exact same problem. I had been renting an apartment out for $406 per day, that tenant left, but now the max rent is $5. The unit is still large, with luxury amenities, fancy environment, and satisfactory maintenance. It's happening every time a Sim leaves - another apartment was being rented at $249, now the max rent is $4, another had been rented at $81, now it's $3. 

The suggested solution did not work for me, possibly because my landlord does not live in the lot? I had the landlord travel to the lot and tried to enter build mode, I was told this could only be done from the manage world menu. I went to the manage world menu, added new furniture to each of the apartments this happened to, returned to live mode, and still the maximum rent is $5.

I was playing with a couple mods, but I have removed all of them, deleted the cache, and restarted, and the problem remains.
