I tested without mods and a brand new game with a brand new household, moving as a tennant into an empty flat.
I then bought an empty lot in Tomarang for rent.
After automatically being transferred to the lot, I had the building issue (placed 2 rooms, was not allowed to change them ("space not owned"). After travelling home and back there and assigning the two rooms to the first appartment, I was able to edit everything).
I created 2 apprtments, both with a double bed. I set the numbers for bed/bath to: app-1: 0/0, app-2: 8/1
In the owners panel they showed up with the numbers: app-1: 1/1, app-2: 1/1
I edited the first appartment and added another bathroom. I did not changed the numbers for bed/bath in the building menu.
I edited the second appartment and added two single beds. I did not changed the numbers for bed/bath in the building menu.
In the owners panel they now showed up with these numbers: app-1: 1/2, app-2: 3/1
My conclusion: the game counts beds and bathrooms itself. The numbers one enters in the build menu are totally obsolete.
I confirmed this by replacing one double bed by 2 single beds, and voila: the bed-count increased by 1 as expected.
BUT: double beds are counted as one bed. And this leads to allowing only a single Sim to move into an appartment with just one double bed. This is wrong, dear game!
EDIT: I have to correct me: the game seems to know, whether available tennants can use a double bed together, or not: the necessary number of beds is "1" for them. This is my outcome after further testing.
So no bug here, but: pls remove the numbers in build menu as they seem to be obsolete and is confusing.
I am having the same issue. For a tiny home rental and a loft style rental.
