I wouldn't be surprised if this is happening for Playstation players as well because it also happens for me, an Xbox player.
I have to get some wacky angles going so I can access the actual basement ceilings and not the foundation ceiling.
It's happening to me to, on Mac.
If you have a large basement, it makes it extremely hard to change the ceilings of the inner rooms because that false foundation ceiling above them is opaque. Also, it's impossible to see the basement ceiling from inside the room in build mode. At least it is with the basement at the shortest wall height. It's like the camera is at the same height as the ceiling, so you can't see it because it's on the same plane. Instead, you see the ceiling lights just floating.
